He discusses the very obvious lack of progress. He guesses at what is really meant by various public comments from sundry officials.
In the intelligence and diplomatic arenas, players listen to the subtle changes in wording or inflection as a means to read what someone is thinking or what may happen. I don’t have the ability to read what is said by officials and figure out what they really mean or think or what hints they are dropping. That is what Dr. Selling is doing. And that is why it is worth reading his post above.
